What should the referee do and how is play restarted if the referee blows the whistle ...

1.  For the opening kickoff for the red team, but before the ball is kicked a red team player steps across the halfway line and violently strikes a blue team player who does not retaliate?

Answer: Send off the red team player and display the red card, restart with a kick-off for the red team who may substitute for the sent off player because the game does not officially start until the ball is put into play. Record the details of the violent conduct by the red team player in the game report.
 
2.  To end the first half, and then a red team player violently strikes a blue team player who does not retaliate?
 
Answer: Send off the red team player and display the red card, restart with a kick-off as planned following the halftime period. The red team must now play short one player because halftime is considered part of the game. Record the details of the violent conduct by the red team player in the game report

3.  To end the match, and then a red team player violently strikes a blue team player who does not retaliate?

Answer: Display the red card and record the details of the violent conduct by the red team player in the game report. The governing body will determine whether or not, any further disciplinary action will be taken beyond the mandatory additional one game suspension for the red team player.

  1. During a kick from the penalty mark by the red team to determine a winner in a drawn match (a tie), the ball rebounds from the blue team's goalkeeper back to the kicker who kicks the ball directly past the goalkeeper into the goal. What should the referee do? How is play restarted?


    • No Goal. Continue with the kicks from the penalty mark.


  2. During a kick from the penalty mark by the red team to determine a winner in a drawn match (a tie), the ball rebounds from the upright back (crossbar) to the kicker who kicks the ball directly past the blue team's goalkeeper into the goal. What should the referee do? How is play restarted?


    • No Goal. Continue with the kicks from the penalty mark.

  1. From a throw-in for the red team, the thrower attempts to throw the ball to a teammate in an offside position. A blue team defender attempts to intercept the throw but nevertheless deflects the ball to the red team player in the offside position who shoots the ball into the blue team’s goal. What should the referee do and how is play restarted?


    • Award a goal for the red team. The deflection by the opposing blue team player does not change the exemption from offside during a throw-in for the first player to receive the ball. Even if the blue team player had gained control of the ball and then inadvertently kicked the ball to the red team player in the offside position this would not be offside because the pass did not come from a teammate.


  2. A red team player with the ball sees a teammate in an offside position so she passes the ball forward to open space beyond her teammate in the offside position where a different red team player not in an offside position runs forward and kicks the ball back to the red team player originally in the offside position who shoots the ball into the blue team’s goal. What should the referee do and how is play restarted?


    • Award a goal for the red team. When the red team player who was not in the offside position ran forward and passed the ball ‘back’ to the red team player originally in the offside position this removed her from being in an offside position because she was not ahead of the ball at the moment the ball was last played by a teammate. No mention of interfering with play or interfering with an opponent was included in the question so this was not a consideration in this case.

    1. An attacker on the red team shoots and the blue team’s goalkeeper deliberately controls the ball by parrying it to the ground, then dribbles to the top of the penalty-area, collects the ball with his hands and punts the ball toward the half-way line. What should the referee do and how is play restarted?

        Answer: Stop play and award an Indirect Free Kick for the red team where the blue team’s goalkeeper picked up the ball. The term “parry” means the goalkeeper has deliberately controlled the ball using his hands and therefore may not play the ball again with his hands until it has touched another player.

    2. A substitute for the red team, while sitting on the bench, throws a shoe at a player on the blue team who is standing on the field of play near the half-way line while the ball is in play. What should the referee do and how is play restarted?

      • Answer: Caution or send off the red substitute depending upon the level of violence employed and restart with an Indirect Free Kick where the ball was when play was stopped.

    1. From a throw-in, a player throws the ball directly at his own goalkeeper who misses the ball completely, and it goes into the thrower’s own goal. What should the referee do and how is play restarted?


      • Answer: No goal. Restart with a corner kick for the opposing team. Law 15 specifies that “A goal cannot be scored directly from a throw-in.”


    2. A defender unintentionally kicks the ball towards his own goal. The defender’s goalkeeper catches the ball with his hands before it enters the goal. What should the referee do and how is play restarted?


      • Answer: No infraction has occurred because it was not a “deliberate” kick to the goalkeeper. The referee should allow play to continue.

Referees must make quick decisions, and the luxury of time to think it over, look it up or discuss it with someone is not an option during the game. Test your knowledge and see if you can answer the following questions:  

The blue team's goalkeeper is out of position and a red team player shoots at the unprotected goal. A blue defender inside his own penalty area uses his shinguard to cover his hand and deliberately attempts to prevent the goal by hitting the ball with his shinguard. What should the referee do and how is play restarted if:

1.  The ball is deflected directly into the blue defender's goal?

Caution (yellow card) the blue team defender for unsporting behavior, award a goal to the red team and restart with a kick-off for the blue team.

2.  The ball is deflected away from the goal and out of play across the blue team's goal line?

Send off (red card) the blue defender for denying an abvious goal scoring opportunity by deliverately handling the ball and restart with a penalty kick for the red team.
